Hi everyone,
I thought that it might be a good idea to post some information about an up-coming conference on Third Sector Commissioning in this forum as it might be of interest to people here.
The
Open Public Services White Paper highlights a critical shift in the role of local authorities and statutory agencies from providers to
commissioners of services and
Capita’s established Third Sector Commissioning Conference will provide a perfect forum for all public sector commissioners and civil society organisations to get to learn about the new commissioning landscape and models of service delivery.
The event is timed to coincide with the opening up of the market to include a diverse range of
Third Sector organisations, capable of delivering vital public services in a more
cost effective, targeted fashion and with added
social value and
flexibility. This demands that stakeholders have an innovative incentive structure and commissioning framework that emphasises the importance of
outcomes and the
social return on investment.
The key issues which will be addressed in this agenda include:
• Implementing
outcomes-based commissioning and Payment by Results (PbR) contracts
• Creating a
level playing field for voluntary sector organisations to compete
• Measuring
social value added as well as financial gains
• Engaging with new
health commissioning arrangements and the role of
Clinical Commissioning Groups (CCGs)• Commissioning emerging community service models such as
social enterprises
The conference is a good oportunity to hear from
leading experts and to take away practical guidance to help your commissioning function. Attend to ensure you are able to provide the right environment for VCS organisations to compete, secure and deliver vital public services.
The chair will be
Joe Irvin, Chief Executive,
NAVCA
and speakers include:
Rt Hon Alun Michael MP, Chair,
All Party Parliamentary Group on Civil, Society and Volunteering
Henry Midgley, Audit Principal,
National Audit Office
Kalvinder Kohli, Senior Service Manager - Strategy, Policy and Commissioning,
Birmingham City Council
Jean Templeton, Chief Executive,
St Basils
Bev Searle, Director of Joint Commissioning,
NHS Berkshire
Andrew Thomson, Drug and Alcohol Action Team (DAAT), Strategy Manager,
London Borough of Enfield
